      <title>EDGE Hosting Workshop Focused on Available Grant Dollars and Business Assistance Programs</title>

      <title>Richardson County Labor Basin Study Completed</title>

      <description>&lt;p&gt;The Richardson County Labor Basin Study was completed for Falls City Economic Development and Growth Enterprise (EDGE) in February of 2012 by The Docking Institute of Public Affairs, Fort Hayes State University, Hays, Kansas. The labor basin is comprised of nine counties in Nebraska, Kansas and Missouri. The study provides a comprehensive analysis of the available labor pool, including education, occupational experiences and skills, desired wage and benefits &amp;hellip; and more.&amp;nbsp; Key findings of the study include:&lt;/p&gt;
&lt;ul&gt;
    &lt;li&gt;The population of the Richardson County Labor Basin is estimated to be 62,305. The Civilian Labor Force (CLF) is estimated to be 34,126. The Institute estimates that 13,331 individuals are considered to be part of the Available Labor Pool.&lt;img alt="" style="margin: 26px 0px 5px 10px; border: 2px solid #a5a5a5; width: 217px; height: 190px; float: right;" src="http://www.fallscityedge.com/CMImages/FallsCity/WASP%20Workers.jpg" /&gt;&lt;/li&gt;
    &lt;li&gt;Of the Available Labor Pool, an estimated 1,099 (8.2%) non-working and 2,117 (15.9%) working individuals are &lt;em&gt;looking&lt;/em&gt; for new full-time employment, while 1,945 (14.6%) non-working and 8,170 (61.3%) working individuals would &lt;em&gt;consider&lt;/em&gt; new and/or different full-time employment for the right
    opportunities.&lt;/li&gt;
    &lt;li&gt;Almost 70% of the Available Labor Pool has at least some college experience and 97.2% has at least a high school diploma. &lt;/li&gt;
    &lt;li&gt;An estimated 2,373 (17.8%) members of the Available Labor Pool currently work in general labor occupations (such as cleaning, construction, delivery and maintenance), while an additional 1,551 (11.6%) work in government services occupations (such as police and fire) or technical/high skill blue collar occupations (such as welder and lab technician). &lt;/li&gt;
    &lt;li&gt;An estimated 4,236 (31.8%) members of the Available Labor Pool currently work in service sector occupations (such as clerical worker, retail sales clerk, certified nurse&amp;rsquo;s assistant, small business manager), while an additional 2,126 (16.0%) work in white-collar professional occupations (such as administrator, doctor, teacher and professional sales).&lt;/li&gt;
    &lt;li&gt;Of the 10,287 members in the subset of employed members of the Available Labor Pool, 3,477 (34%) consider themselves underemployed.&lt;/li&gt;

      <title>“Can Do” Falls City Weaves Energy and Enthusiasm with Excellent Use of Funding</title>

      <description>Falls City (pop. 4,325) has perfected cutting &amp;ldquo;EDGE&amp;rdquo; development during the past five years. Since the inception of its public-private Falls City Economic Development and Growth Enterprise (EDGE) team in 2007, the City has realized nearly $120 million in new development.&amp;nbsp;&lt;br /&gt;
&lt;br /&gt;
While City leaders mobilized a number of resources to accomplish this, the federal Community Development Block Grant (CDBG) program played&amp;hellip;and continues to play&amp;hellip;a large role in the City&amp;rsquo;s progressive movement.&amp;nbsp;&lt;br /&gt;
&lt;br /&gt;
Falls City is one of the many success stories celebrated in Nebraska, April 8-14, as part of Community Development (CD) Week. National Community Development Week was started in 1986 to remind Congress of the importance of the CDBG program. &lt;br /&gt;
&lt;br /&gt;
Among the city&amp;rsquo;s accomplishments (a number involving CDBG funding) are:&amp;nbsp;
&lt;ul&gt;
    &lt;li&gt;Expansion of Ag Growth International last October. The company, which acquired Airlanco, purchased a 17,700 sq. ft building in Falls City Industrial Park for its operations and plans to create 15 new jobs, generating more than $1 million in new wages and $1 million in new capital investment.&amp;nbsp;&lt;/li&gt;
    &lt;li&gt;&lt;a href="http://www.fallscityedge.com" target="_blank"&gt;www.fallscityedge.com&lt;/a&gt;, which earned the 2010 NCIP Websites for Growth award for the ways in which it delivers current quality information about the City&amp;rsquo;s economic development and tourism efforts.&amp;nbsp;&lt;/li&gt;
    &lt;li&gt; A new comprehensive plan, blight and substandard study, housing study, roadmap to success, and labor study that translated into approval of Tax Increment Financing, the $3 million Wilderness Falls senior housing development, a residential master plan for single family homes, and the recruitment of Falls City&amp;rsquo;s newest corporate citizen, Vantec, Inc., a plastic injection molding facility that invested $4.4 million and created jobs.&amp;nbsp;&lt;/li&gt;
    &lt;li&gt; A new $5 million wastewater treatment plant.&amp;nbsp;&lt;/li&gt;
    &lt;li&gt; The $1 million &amp;ldquo;Business Parkway&amp;rdquo; Industrial Road that connects the City&amp;rsquo;s Industrial Park with Hwy. 159, providing manufacturers with easier access and a more direct route to Interstate 29.&amp;nbsp;&lt;/li&gt;
    &lt;li&gt;EDGE&amp;rsquo;s purchase and grading of 10.1 acres of land for future industrial site development, with the next phase including infrastructure and virtual building development.&amp;nbsp;&lt;/li&gt;
&lt;/ul&gt;
&lt;p&gt;Other projects include:&lt;/p&gt;
&lt;ul&gt;
    &lt;li&gt;Millions of dollars in private investment by Herzog in a 3-mile track expansion project that secured the future of Falls City&amp;rsquo;s railcar repair operations.&amp;nbsp;&lt;/li&gt;
    &lt;li&gt;A new $1 million Vision Inn motel&amp;mdash;Falls City&amp;rsquo;s first-ever Tax Increment Financing project in 2010.&amp;nbsp;&lt;/li&gt;
    &lt;li&gt; The new $21 million Community Medical Center facility.&amp;nbsp;&lt;/li&gt;
    &lt;li&gt; The new $2.5 million Aquatic Park and $2.9 million Library and Arts Center.&amp;nbsp; &lt;/li&gt;
    &lt;li&gt;A $23.3 million &amp;ldquo;Fiber to the Home" network installed by Southeast Nebraska Communications, linking every home and business with fiber optic capabilities.&lt;/li&gt;
&lt;/ul&gt;
&amp;nbsp;&lt;br /&gt;
Finally, just announced this past February, Falls City will break ground for a state-of-the-art recreation complex that includes softball and baseball fields. Local fundraising efforts surpassed its initial $1.765 million goal, and the City is awaiting news of a potential $421,000 Peter Kiewit Foundation grant.&amp;nbsp;&lt;br /&gt;

      <title>New Development Nears Completion</title>

      <description>An endeavor a year-and-a-half in the making is approaching completion in Falls City. &lt;br /&gt;
&lt;br /&gt;
Spearheaded by Falls City&amp;rsquo;s Economic Development Group Enterprise (EDGE) and the Lincoln-based Excel Development Group, Phase I of the brand new senior housing project, Wilderness Falls, located on 31st and Barada, is virtually completed and EDGE President Beckie Cromer and Excel Development Director Paula Rhian, formerly Paula Benitz a 1989 Falls City High graduate, have confirmed that the first tenants are scheduled to move in April 1. &lt;img alt="" style="border: 2px solid #a5a5a5; width: 235px; height: 150px; margin-top: 8px; margin-right: 8px; margin-bottom: 8px; float: right;" src="/CMImages/FallsCity/wildernessfalls.gif" /&gt;&lt;br /&gt;
&lt;br /&gt;
&amp;ldquo;The first units are on schedule and I would venture to say all units on the south side of the project will be occupied by the end of April,&amp;rdquo; Cromer said. &lt;br /&gt;
&lt;br /&gt;
Cromer and Rhian, along with the help of many community members and groups in Falls City, set the plan for the new development in motion in late-2010. Interest was high and the need certain from the get-go. &lt;br /&gt;
&lt;br /&gt;
&amp;ldquo;This project was in high demand from its early stages, even before Excel submitted their applications for funds in December of 2010,&amp;rdquo; Cromer said. &amp;ldquo;We received 62 pre-applications from potential tenants with the first dating back to August 2010.&amp;rdquo; &lt;br /&gt;
&lt;br /&gt;
Cromer also noted they received inquiries from as far as California and Texas from seniors looking to come home to Falls City. &lt;br /&gt;
&lt;br /&gt;
&amp;ldquo;It&amp;rsquo;s been exciting to see Edge&amp;rsquo;s efforts in spearheading new residential development in Falls City come to fruition,&amp;rdquo; Cromer said. &amp;ldquo;This was a great project, which included collaboration of many partners, including the City, local businesses and contractors. The project also attracted new investments and workers to the Falls City area.&amp;rdquo; &lt;br /&gt;
&lt;br /&gt;
Cromer told the Journal that approximately $500,000 was awarded in bids to local contractors/businesses, including Chaney Furniture, Johansen Drainage &amp;amp; Tile, Jones Air Conditioning and Plumbing and Top Quality Construction. &lt;br /&gt;
&lt;br /&gt;
Eight duplexes containing 16 units make up Phase I of the development, which includes 14 two-bedroom units and two three-bedroom units. The two-bedroom units will rent for $425 per month and the three-bedroom units will rent for $485 per month. All the units are one level and will include all appliances, grounds maintenance and snow removal services, as well as being handicap visitable and adaptable. Additional project activities involved infrastructure development, including electric, water, storm sewer, sanitary sewer and paving new streets. &lt;br /&gt;
&lt;br /&gt;
Rhian and Cromer also noted that Phase I must be completed for one year before they begin Phase II of the project. &lt;br /&gt;
&lt;br /&gt;
The units are available to individuals 55 years of age and older, or families with at least one member aged 55 years or older, who meet moderate income-based eligibility requirements. Single-person applicants can have an income no greater than $23,940 and for two people that dollar amount is $27,360. &lt;br /&gt;

      <title>SNC Begins Final Stages of FTTH</title>

      <description>&lt;a href="http://www.sentco.net/ftth.php" target="_blank"&gt;Southeast Nebraska Communications &lt;/a&gt;recently began the final stages of the Fiber-To-The-Home, or FTTH, expansion project that will serve rural customers in Richardson County. &lt;br /&gt;
&lt;br /&gt;
&amp;ldquo;Upon completion, SNC&amp;rsquo;s service area will be one of, if not the biggest providers of 100 percent FTTH tec&lt;img alt="" style="border: 2px solid #a5a5a5; width: 195px; height: 150px; margin-top: 8px; margin-right: 8px; margin-bottom: 8px; float: right;" src="CMImages/FallsCity/Fiber%20to%20the%20Home.jpg" usemap="#rade_img_map_1331065325159" /&gt;hnology in the state,&amp;rdquo; said Ray Joy, SNC Vice President and General Manager. Joy also noted that Falls City would be the largest community in Nebraska that is 100 percent fiber optic. &lt;br /&gt;
&lt;br /&gt;
In total, 517 miles of fiber will be used in the project and over 1,400 homes and businesses will be reached. &lt;br /&gt;
&lt;br /&gt;
The first phase of the construction began last Monday in the Shubert area and will include plowing and laying fiber optic cable along county roadsides and to the homes. Telcom Construction of Clearwater, MN, and subcontractor Thomas Georges&amp;rsquo; CCS, are doing the work. The contractors will be working on 647 Avenue North of Shubert and continue North and East to Indian Cave State Park. They expect to place approximately 1 to 2 miles of fiber optic cable daily. Also, rural residents should expect county roads to be closed to thru traffic for approximately a two mile stretch each day. &lt;br /&gt;
&lt;br /&gt;
The second phase of this project will be the splicing of the cable and drops that are installed for each customer. SNC is hoping the contractors will have these first two phases completed by this fall. &lt;br /&gt;
&lt;br /&gt;
The third &amp;ldquo;cut-over&amp;rdquo; phase, which involves hooking up each home and/or business to the network, is set for completion in mid-to-late 2013. &lt;br /&gt;
&lt;br /&gt;
SNC wants these customers to know that they can expect to see crews three different times: the drop phase, the splicing and finally during the cutover. &lt;br /&gt;
&lt;br /&gt;
The end result will be a direct line to the network for each customer, as opposed to a shared line, which means faster Internet, streaming video and movie downloads. &lt;br /&gt;
&lt;br /&gt;
The upgrade will result in no cost to any customer. This upgrade includes no new rates or fees. SNC customers will use the same phones, the same computers and the same electronics in their communications. &lt;br /&gt;
&lt;br /&gt;
This rural expansion project is the final step in a project that began in the spring of 2009 with the company actively applying for assistance with the project. SNC received an $11 million loan from the USDA Rural Utilities Service, along with an $11.3 million grant and loan through the American Recovery and Reinvestment Act, which helped build the fiber optic network and expand the system to rural areas.&amp;nbsp;&lt;br /&gt;

&lt;br /&gt;

      <title>EDGE Presents Quarterly Report to Falls City Council</title>

      <description>Falls City Economic Development and Growth Enterprise Executive Director Beckie Cromer presented the organization&amp;rsquo;s fourth quarter report to the Falls City, City Council Monday evening. &lt;br /&gt;

Cromer said their largest project in the last quarter of 2011 was the acquisition of the Products Unlimited building in the Falls City Industrial Park. The purchase of that building allowed for the expansion of Ag Growth International, which purchased Airlanco in the last year. Cromer said a lot of work has been done to prepare the building for the expansion.&amp;nbsp;&lt;br /&gt;
&lt;br /&gt;
Additionally, Cromer said a tenant that was renting the Products Unlimited building had to be relocated. They are now leasing a portion of the Armory building west of Falls City for the next few months. &lt;br /&gt;

Another local project EDGE has been heavily involved with that has seen rapid progress is the Wilderness Falls senior housing development south of Community Medical Center. Cromer told the council that Excel Corporation has made great strides on that project, thanks in no small part to favorable weather conditions this fall and winter.&amp;nbsp; &lt;br /&gt;
&lt;br /&gt;
Other activity for EDGE in the last three months of 2011 Cromer said included working to strengthen ties to the Omaha area; visiting the headquarters of Ag Growth International; and working on the transfer of 23 acres of land owned by Community Medical Center to the Industrial Development Corporation. &lt;br /&gt;
&lt;br /&gt;
Cromer said they expect to receive a Falls City Labor Study report in the first part of 2012. &lt;br /&gt;

      <title>EDGE Salutes Vision Inn </title>

      <description>Individuals who made a commitment to the Falls City area with the construction and opening of the &lt;a href="http://www.visioninnmotel.com/" target="_blank"&gt;Vision Inn&lt;/a&gt;, the new motel in north Falls City, were saluted last Wednesday during the annual Falls City Economic Development and Growth Enterprise (EDGE) banquet and meeting at the Elks Club. &lt;br /&gt;

Earning the Investor(s) of the Year award were Jerry and Nancy McKim, Leon and Madaline Wilhelm, Allan and Mary Ann Clark, Gary and Linda Jones, Phil Bletscher, Dr. Dave and Joyce Borg, Rich and Susan Witt, Brian and Sally Palmer, Marna Stehlik and Jim and Shirley Jones. &lt;br /&gt;
&lt;br /&gt;
The investors were introduced and the award presented by Kevin Malone, who noted their &amp;ldquo;very large investment in the future of Falls City and the surrounding area. They took on a project that had been discussed as a need and economic development goal in Falls City for a great number of years and had the fortitude and willingness to take it on.&amp;rdquo; &lt;br /&gt;
&lt;br /&gt;
The Vision Inn project was the first in Falls City to utilize Tax Increment Financing, which, said Malone, &amp;ldquo;shines as a great example of how this economic development tool can be a win-win for both the developer and the community.&amp;rdquo; &lt;br /&gt;
&lt;br /&gt;
The two previous winners of the award were Community Medical Center and Southeast Nebraska Communications. &lt;br /&gt;
&lt;br /&gt;
EDGE Executive Director Beckie Cromer welcomed those in attendance and introduced the head table, which included President Bart Keller, who will serve in that capacity again this year, Malone, Vice President of Investor and Community Relations, Beth and Randy Sickel (Beth is the Past President of EDGE), Rod Vandeberg, District 1 Nebraska Highway Commissioner, and Nick Cromer, Beckie&amp;rsquo;s husband. &lt;br /&gt;
&lt;br /&gt;
Vandeberg offered the opening prayer and also extended &amp;ldquo;some well-deserved thank yous&amp;rdquo; to those who provide EDGE leadership, including Mrs. Cromer, &amp;ldquo;who works so hard and represents us so well and who has gained so much respect in the field of economic development.&amp;rdquo; Vandeberg also acknowledged Keller and fellow Executive Committee members Steve Kottich, Malone, Dana Rathje and Beth Sickel, as well as Administrative Assistant Carla Rhodd, EDGE board members, the mayor and city council and Lynn Franzen and Phil Michel of the Department of Economic Development and Kevin Burnison of SENDD, who attended the banquet. &lt;br /&gt;
&lt;br /&gt;
&amp;ldquo;Ladies and gentlemen, EDGE is clearly one of this community&amp;rsquo;s &amp;lsquo;crown jewels,&amp;rsquo;&amp;rdquo; Vandeberg said, &amp;ldquo;and while there are times when it might appear that things are not happening, let me assure that things are constantly happening ... many times behind the scenes ... and that no stone is left unturned in its efforts to improve the economy of this great community.&amp;rdquo; &lt;br /&gt;
&lt;br /&gt;
Mrs. Rhodd created a 15-minute video that highlighted EDGE&amp;rsquo;s top 10 accomplishments for 2011. The list included the expanding role of Ag Growth International as a part of Falls City&amp;rsquo;s industrial and business community, Herzog&amp;rsquo;s multi-million dollar track expansion at its railcar repair facility in Falls City, utilization of the 2010 housing study and the start of the Wilderness Falls senior housing project, retention of all existing manufacturers and the expanding workforce, working with the city to expand incentive programs, assistance to small business development, progress in developing &amp;ldquo;shovel-ready&amp;rdquo; industrial sites, aggressive promotion of Falls City and Richardson County, and maintaining/expanding support for EDGE through efforts to inform, engage and demonstrate accountability to investors and community stakeholders.&amp;nbsp; &lt;a href="/CMDocs/FallsCity/EDGE_2011_AR_F.pdf" target="_blank"&gt;&lt;em&gt;(Click here to download the EDGE 2011 Annual Report.)&lt;br /&gt;

Keller thanked Ray Joy of Southeast Nebraska Communications for joining the EDGE board. In his annual message, Keller referred to the &amp;ldquo;energy, enthusiasm, and &amp;lsquo;can-do&amp;rsquo; spirit&amp;rdquo; of the EDGE team, which has resulted in &amp;ldquo;significant economic development progress over the past five years.&amp;rdquo; &lt;br /&gt;

Members of the community and some select Nebraska dignitaries, including Governor David Heinemann, joined Falls City High School administrators, staff and students in celebrating the school&amp;rsquo;s prestigious National Blue Ribbon Award at a ceremony in the school gym Monday morning. &lt;br /&gt;

&amp;ldquo;I&amp;rsquo;m very, very proud of you, Falls City,&amp;rdquo; Heinemann, who was born here, said. &amp;ldquo;This is something all of you should take enormous pride in. Falls City High is being recognized as a Blue Ribbon School &amp;ndash; how often has that happened in Nebraska, let alone southeast Nebraska?&amp;rdquo; &lt;br /&gt;
&lt;br /&gt;
Not often at all. Actually, Norris Middle School in 1985 and Beatrice High School in 1983 are the only other two schools located south and east of Omaha and/or Lincoln to ever get awarded. This year, only FCHS and Hitchcock County represented Nebraska at the award ceremony November 14 in D.C. &lt;br /&gt;
&lt;br /&gt;
&amp;ldquo;You&amp;rsquo;re going to remember this day,&amp;rdquo; Heinemann said. &amp;ldquo;Growing up in a small community &amp;ndash; I was born here and was raised in several different small towns &amp;ndash; I know it&amp;rsquo;s easy to think that things are better in the bigger cities. I&amp;rsquo;m here to tell you that is not true. You&amp;rsquo;re more well-rounded than kids who have to specialize in one activity or another.&amp;rdquo; &lt;br /&gt;
&lt;br /&gt;
It was announced in September that Falls City High was one of just 305 schools nationwide to earn a 2011 Blue Ribbon Award, which is given based on overall academic excellence or for success in closing achievement gaps. &lt;br /&gt;
&lt;br /&gt;
Dunkhas and teacher Jason Vitosh traveled to Washington, D.C., last week to officially accept the award from the U.S. Dept. of Education. &lt;br /&gt;
&lt;br /&gt;

The National Blue Ribbon School award honors public and private elementary, middle and high schools where students achieve at high levels or where the achievement gap is narrowing. Since 1982, more than 6,500 of America&amp;rsquo;s schools have received this coveted award. &lt;br /&gt;
&lt;br /&gt;
The National Blue Ribbon Schools Program, honors public and private schools based on one of two criteria: 1) Schools whose students are high performing. These are schools ranked among each state&amp;rsquo;s highest performing schools as measured by their performance on state assessments or, in the case of private schools, that score at the highest performance level on nationally-normed tests; or 2) Schools with at least 40 percent of their students from disadvantaged backgrounds that improve student performance to high levels as measured by the school&amp;rsquo;s performance on state assessments or nationally-normed tests. &lt;br /&gt;
&lt;br /&gt;
Before selecting National Blue Ribbon Schools, the Department asks for nominations from the top education official in every state, the District of Columbia, and Puerto Rico, the Department of Defense Education Activity and the Bureau of Indian Education. The Council for American Private Education (CAPE) nominates private schools. A total of 413 schools nationwide are nominated, based on the number of K-12 students and the number of schools in each jurisdiction. The schools are invited by the Secretary of Education to submit an application for possible recognition as a National Blue Ribbon School. &lt;br /&gt;

      <title>AirLanco Expansion Will Bring New Jobs </title>

      <description>The Falls City Council, meeting in regular session Monday evening, November 21, unanimously approved a memorandum of understanding that promises to bring new jobs to Falls City in an Industrial Park facility that has been largely unused for years. &lt;br /&gt;
&lt;br /&gt;
Falls City Economic Development and Growth Enterprise (EDGE) Executive Director Beckie Cromer announced that AirLanco, now owned by a progressive and growing Ag Growth International, has chosen Falls City as the site for expansion. Their immediate plans call for the purchase of the Products Unlimited building, which will become a research and development center for the company for new product lines. &lt;br /&gt;
&lt;br /&gt;
Mrs. Cromer said the expansion is &amp;ldquo;something to celebrate&amp;rdquo; and a &amp;ldquo;very exciting project.&amp;rdquo; The new AirLanco owners, who she said are &amp;ldquo;in growth mode,&amp;rdquo; could have chosen other locations but decided that Falls City was the best option. Councilman Jerry Oliver, who is retired from a management position at AirLanco, said the expansion is &amp;ldquo;ideal&amp;rdquo; for Falls City. Ag Growth International, he said, is a &amp;ldquo;very impressive&amp;rdquo; company. &lt;br /&gt;
&lt;br /&gt;
Ag Growth will borrow the purchase price of $215,000 from the city for the 17,700 square foot Products Unlimited building. The loan will be payment and interest free for the first 18 months, described in the memorandum as a &amp;ldquo;ramp up period.&amp;rdquo; Within that time, the company hopes to create at least 15 new, full-time positions. Wages will be in the $11 to $16.50 per hour range, with full company benefits. If the company reaches and maintains its employment target, the loan would be forgiven. The existing AirLanco facility will receive a new, higher capacity transformer. The transformer currently at AirLanco will be moved to the Products Unlimited site. &lt;br /&gt;
&lt;br /&gt;
Ag Growth will have right of first refusal on the 4.42-acre parcel adjacent to the new site. Possession of the Products Unlimited building will take place on December 31. Mrs. Cromer noted that with the purchase, the building will be back on the tax rolls. She said Ag Growth has &amp;ldquo;signed off&amp;rdquo; on the memorandum. Formal documents will be prepared and executed. &lt;br /&gt;
&lt;br /&gt;
Council members Oliver, Brad Campbell, Mike Moore, Ryan Rieschick, Kirby Robidoux, Steve Scholl, Hal Sutter and Jim Wisdom all voted to approve the memorandum. &lt;br /&gt;

Winnipeg, MB, October 4, 2011 &amp;ndash; Ag Growth International Inc. Rainfall last Thursday night softened the earth that was moved Friday morning at the groundbreaking service for the new Wilderness Falls housing development at 31st and Barada Sts., which will be built over the next year with a planned completion date of July 2012. &lt;br /&gt;

Paula (Benitz) Rhian, Development Director for &lt;a href="http://www.exceldg.com/" target="_blank" re_target="_blank"&gt;EXCEL Development Group&lt;/a&gt;&amp;nbsp;and a 1989 Falls City High School graduate, was the emcee for the event.&amp;nbsp; EXCEL Development Group provides experienced, innovative development and management services specializing in senior living communities - retirement and assisted living - and affordable housing. &amp;ldquo;I am a graduate of Falls City High, so it has been a fun experience to get involved in a project in my home town,&amp;rdquo; said Rhian. &lt;br /&gt;
&lt;br /&gt;
Rhian introduced the guest speakers during the event, which included Mayor Tim Hersh, Lt. Governor Rick Sheehy and Nebraska State Senator Lavon Heidemann. Also, Janet Latimer, the President of Horizon Bank, and Tammy Ward, District Manager for Senator Ben Nelson, spoke briefly. &lt;br /&gt;
&lt;br /&gt;
Sheehy noted that Nebraska is doing much better financially than most states in the country and it is because of the committed and dedicated legislators like Senator Heidemann who have kept Nebraska fiscally responsible and balanced the budget. &lt;br /&gt;

&amp;ldquo;We (Nebraska) have continued to make smart investments and housing, particularly of this type is a smart investment,&amp;rdquo; said Sheehy. &amp;ldquo;This development is a significant step forward in providing affordable housing to meet the needs of seniors here in Falls City.&amp;rdquo; &lt;br /&gt;

Sheehy also commented on the design of the project with its heavy reliance on maintaining a &amp;ldquo;neighborhood&amp;rdquo; feel.&amp;nbsp; &lt;br /&gt;
&lt;br /&gt;
&amp;ldquo;This development is a significant step forward in providing affordable housing to meet the needs of seniors here in Falls City,&amp;rdquo; Lt. Gov. Rick Sheehy, who will run for Governor in 2014, said last Friday. This development will create and maintain a sense of community,&amp;rdquo; Sheehy said. &amp;ldquo;Being part of a community is what makes Nebraska a great place for families and residents of all ages.&amp;rdquo; &lt;br /&gt;
&lt;br /&gt;
Mayor Hersh noted the rebirth of the community he proudly serves. &amp;ldquo;It is indeed an honor to serve as your mayor and be part of this project,&amp;rdquo; said Hersh. &amp;ldquo;Since my term began in December, I have had the experience of witnessing the rebirth of our city.&amp;rdquo; &lt;br /&gt;
&lt;br /&gt;
&amp;ldquo;I cannot take credit for this advancement but I am pleased to be part of the positive changes that are taking place in and around our community.&amp;rdquo; &lt;br /&gt;
&lt;br /&gt;
Hersh noted the wind farm, industrial growth, and downtown revitalization and also thanked EDGE Executive Director Becky Cromer, EXCEL, the Falls City Chamber of Commerce and the numerous others involved in the many projects. &lt;br /&gt;
&lt;br /&gt;
Senator Heidemann echoed Hersh&amp;rsquo;s comments, saying Falls City has become one of his favorite places to visit because of all the community improvement projects that have occurred since he took office in 2005. &lt;br /&gt;
&lt;br /&gt;
The Wilderness Falls development will include 16 townhouses. Fourteen of the duplex units will be two-bedroom and the other two will be three-bedroom units. The finished duplexes will be available for income-qualified seniors age 55 and older, or families with at least one member age 55 or older. The two-bedroom units will rent for $425 per month and the three-bedroom units will rent for $485 per month. The units will include all appliances, grounds maintenance and snow removal services, as well as being handicap visitable and adaptable. &lt;br /&gt;
&lt;br /&gt;
Ryan thanked several funding partners who have invested in the development. Those include the Nebraska Investment Finance Authority, which is providing $3 million in affordable housing tax credits over the next 10 years for Wilderness Falls and the Department of Economic Development. Other funding partners include Midwest Housing Initiatives, a non-profit organization that will be the co-owner of Wilderness Falls, FHL Bank of Topeka, Horizon Bank, Community Medical Center, the City of Falls City and Falls City EDGE. The total cost for the project is approximately $3 million. &lt;br /&gt;

      <title>Gov. Heineman Signs Talent &amp; Innovation Initiative Bills into Law</title>

      <description>Gov. Dave Heineman signed the final measures of a four-part legislative package into law on May 24. The Talent and Innovation Initiative was a 2011 legislative priority for the Governor and introduced by several State Senators on his behalf. The initiative is aimed at advancing business innovation and strengthening workforce recruitment efforts in Nebraska. &lt;br /&gt;

&amp;ldquo;The Talent and Innovation Initiative is about enhancing technology and innovation, and growing and attracting new, technology-focused companies to Nebraska,&amp;rdquo; Gov. Heineman said. &amp;ldquo;It puts a laser-like focus on growing Nebraska&amp;rsquo;s innovation economy. With this initiative, Nebraska has one of the strongest public policy strategies in place to advance business recruitment and development.&amp;rdquo; &lt;br /&gt;
&lt;br /&gt;
Based on 2010 recommendations made in a comprehensive review of Nebraska&amp;rsquo;s economic climate, the Talent &amp;amp; Innovation Initiative was developed to better leverage existing funds and enhance momentum in developing industries positioned to benefit from technology and innovation. Programs contained in the bills will be implemented by the Nebraska Department of Economic Development. &lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;&lt;em&gt;LB 386, the Nebraska Internship Program&lt;/em&gt;,&lt;/strong&gt; introduced by Sen. Lavon Heidemann of Elk Creek, takes effect June 1. It is a partnership with Nebraska businesses to create new internship opportunities for college and university students. Funded with $1.5 million a year in job training funds, and matched by eligible companies, the program will create opportunities for 500 to 750 juniors and seniors studying at four-year institutions or students in their second year at a Nebraska community college to gain job experience. &lt;br /&gt;
&lt;br /&gt;
Awards will be made on a first-come, first-serve basis to companies creating new internship opportunities, which are capped at 10 per business. Internships will pay at least minimum wage and range from 12 week to year-long programs. &lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;&lt;em&gt;LB 387, the Business Innovation Act&lt;/em&gt;,&lt;/strong&gt; introduced by Sen. Galen Hadley of Kearney, intended to help businesses develop new technologies to enhance quality job opportunities in the state. It will provide competitive grants for research at Nebraska institutions, new product development and testing, and help expand small business and entrepreneur outreach efforts. &lt;br /&gt;
&lt;br /&gt;
It will expand grant opportunities within targeted industries to help businesses providing matching funds with prototype development, commercialization and applied research in the state and provide assistance for microenterprise projects. The law takes effect Oct. 1. &lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;&lt;em&gt;LB 388, the Site &amp;amp; Building Development Fund&lt;/em&gt;,&lt;/strong&gt; introduced by Sen. John Wightman of Lexington, takes effect Oct. 1 and is intended to help increase industrial and commercial sites available and ready for business development. Communities will provide matching funds toward projects that can involve demolition, new construction and rehabilitation. State funding will be focused on land and infrastructure costs with 40 percent of funding available to non-metro areas. &lt;br /&gt;
&lt;br /&gt;
&lt;em&gt;&lt;strong&gt;LB 389, the Angel Investment Tax Credit&lt;/strong&gt;&lt;/em&gt;, introduced by Sen. Abbie Cornett of Bellevue, is effective for the current tax year. It encourages investment in high-tech and other startup enterprises in Nebraska by providing refundable state income tax credits to qualified investors investing in qualified early-stage companies. Capped at $3 million annually, the program requires a minimum investment of $25,000 for individuals and $50,000 for investment funds. Eligible small businesses must have fewer than 25 employees, with the majority based in the state. &lt;br /&gt;
&lt;br /&gt;
Additionally, the Governor signed LB 345, the Small Business Innovation Act sponsored by Sen. Danielle Conrad of Lincoln, which provides additional tools and technical assistance for entrepreneurs across Nebraska. &lt;br /&gt;
&lt;br /&gt;
Gov. Heineman said, &amp;ldquo;I want to thank the many senators who supported these proposals, the business community and other private sector leaders. This is about making investments that will develop new career opportunities in innovative and technologically-advanced sectors.&amp;rdquo; &lt;br /&gt;

      <title>EDGE Quarterly Report Indicates Falls City Companies Doing Well</title>

      <description>As part of the quarterly update from Falls City Economic Development and Growth Enterprise, EDGE Executive Director Beckie Cromer gave a positive outlook for Falls City industrial businesses, noting employers are adding new employees and making new investments. &lt;br /&gt;
&lt;br /&gt;
"Manufacturing remained very strong with Herzog indicating they have an immediate need for six to eight welders," said Cromer. "Watkins Aircraft Support Products (WASP) will begin a second shift in the second quarter of 2011. They added nine employees in the first quarter and have plans to add thirteen more this month bringing the total employment to sixty. Ames True Temper was awarded a new contract that resulted in the addition of six new employees and contingent on the result of two pending contracts will be adding more employees in the future. Vantec also looks to hire three to four employees in the second quarter and Airlanco is continuing to invest in Falls City, installing a new robotic welder." &lt;br /&gt;
&lt;br /&gt;
To assist with employers with their growth and expansion plans, Cromer reported EDGE is available to assist employers with their workforce training needs. She reported EDGE assisted WASP with obtaining a $6,000 Nebraska Worker Training grant that provided funding for performance and efficiency training for 40 employees. &lt;br /&gt;
&lt;br /&gt;
She also reported that Community Development Block Grant (CDBG) pool of reuse funds has been broadened to include the Downtown/Redevelopment District. According to Cromer, the incentives are now available to more possible applicants, including all local industrial, commercial, retail and service businesses. She noted that previously it was difficult for the downtown area to meet CDBG national objectives to utilize the funds, but with EDGE&amp;rsquo;s work on the blight and substandard designation the funds can be used in a broader area. &lt;br /&gt;
&lt;br /&gt;
